I think I'm in the same position of these businesses that are not moving to vista just yet. I think many of them would want to stay with what they have because maybe they don't want a big chance in the way the work. Vista is so new that some people are afraid to move to it. Maybe they are just want to wait until the water settles down a little bit.
When one considers that Microsoft usually goes through 2 or 3 service packs before they get an Operating System right, I can well understand why businesses are hesitant about migrating to Vista.
I personally think it is a mistake that businesses aren't switching over. I find Vista to be substantially more secure than older versions and if businesses jump over now they will be able to train their associates while it is fresh and new rather than later when all of their competition has already switched over. I think it would be best to slowly phase your computers over to Vista and train people as you go. By doing this you lower your risk of having issues related to training caused by the new system.
