Can someone tell me how to make a custom 404 page?

I think that is an option that some web hosts provide but I'm not quite sure how it actually works. I know that some hosts don't give this option but I stumble into a host that provides it but it costs extra, I haven't tried it yet.
I think customizing a 404 page helps tracking if someone wants to steal some of your online documents and files.
